Eric Garner, a black man in New York City accused of illegally selling cigarettes, died at the hands of the police while being arrested two years ago. The death sparked protests across the United States.

The Justice Department has been investigating the high-profile case for the past year and a half but to date no formal charges have been brought against the police officer who put Garner in a choke-hold – a maneuver that lead to his death. Karina Huber has more on why the inquiry is taking so long.
