As the sun starts to set on U.S. President Barack Obama’s final term, why has he been unable to fulfill his promise to close the prison at Guantanamo Bay?

Guantanamo Bay has been a thorn in the U.S. President’s side since he took office in 2008. A major campaign promise to close the prison there has fallen flat, despite warming relations with Cuba.
