The United States is readying a new national terror alert system after a the mass shooting in California last week, and a rare primetime address by the U.S. President Barack Obama on Sunday night. CCTV’s Jessica Stone reports.

The Obama administration announced the new terror alert system “in the coming days,” Homeland Security Secretary Jeh Johnson said Monday. Johnson said the new alert system will better inform the public about threats to the United States, but he did not provide specific details.

This will be the third terror alert system put in place by the Homeland Security Department since the Sept. 11, 2001 terrorist attacks. The much maligned color-coded system was replaced in 2011 by the National Threat Advisory System, which has never been used.

The White House said Obama’s Sunday night speech was designed to reassure the American people. It’s only the third time in his presidency that U.S. President Barack Obama used an oval office televised speech to communicate to the American people.

With the San Bernardino mass shooting coming less than three weeks after the Paris terror attacks, Americans are fearful.

Obama acknowledged the changing face of the Islamic State group, which, like Al-Qaida before it, has moved from mass casualty plots… to inspiring lone wolf attacks. He called on Muslim-Americans to root out radicalization in their communities.

“We see growing efforts by terrorists to poison the minds of people like the Boston marathon bombers and the San Bernardino killers,” Obama said.

However president offered no new prescriptions on guarding against lone wolf attacks. No new surveillance, detention, or tracking efforts as the French approved last month.

The White House said Monday, the U.S. is working with tech companies to take encryption out of the terrorist toolbox.

More than a year of U.S. airstrikes has not eliminated the terror group ISIL in Iraq and Syria. Obama noted new contributions from France, the U.K., and Germany, more U.S. special forces and training for local ground forces.

But in September, an American general admitted, the U.S. had trained only perhaps five Syrian opposition forces and it’s still an open question whether Arab allies in the region will send more effective ground forces.

In the United States, the FBI now confirms the California couple behind the shooting was radicalized and had practiced shooting before last week’s attacks.

A CNN poll conducted even before the San Bernardino shootings shows 60 percent of Americans do not approve of Obama’s handling of terrorism.

As he has after previous mass shootings, Obama called on the US Congress to pass new assault weapons restrictions. He also wants to block those on the ‘no-fly terror watch list’ from buying guns. But lawmakers have consistently blocked such proposals.
