Tropical Depression Bill’s impact on the U.S. state of Texas hasn’t been as bad as meteorologists anticipated, but as the second named tropical storm of the 2015 Atlantic hurricane season, it is still bringing a lot of concern. Many places in the state are still recovering from last month’s record rainfall and flooding. Ginger Vaughn filed this report from Houston.
